Прикинулся америкосом, в google wallet в настройках карты billing address и на сайте гугля при заказе девайса, shipping address пишу свой на Pesoto вида:
Name: Pupkin
Address 1: 2440 Enterprise Drive
Address 2: UKR2012345
City: Mendota Heights, State: Minnesota (MN)
Zip: 55120, Country: USA
Tel: +1(651)305-2884
Т.е. shipping и billing адреса и телефоны одинаковы, после заказа с карты снимается или блокируется точно та сумма, которая указана на сайте гугла. Карта виртуальная Приватовская в баксах, открыта для расчетов в инете, лимиты установлены правильно.
После заказа, на второй день, приходит 2 сообщения от гугл плей и гугл wallet:
Google Inc. has cancelled your order. You have not been charged.
This order was likely canceled for one of the following reasons:
•Details provided for your credit card do not match those on-file with your financial institution.
•The address information provided was incomplete and could not be verified.
•To block an attempt to purchase more than the maximum allowable devices.
Please visit Google Wallet to verify or update your account information. Be sure that your full billing address is complete and matches those on file with your financial institution or credit card company.

Пробовал заказывать 2 раза, результат одинаковый- cancelled.
Думаю, может попробовать в карте указать свой Украинский адрес? Какой тогда телефон указывать?
Больше девайсов с этого аккаунта не заказывал, т.е. превышения быть не может.
